rogue's steal ability

Pickpocket is where you can run into a lot of "issues" With the playerbase , Even if its PVM only that means low levels or even high level thiefs will go around looting enemys they dont really need to kill, Think of a thief who plows through some low level mob area PP'ing all his items but not killing them ,now when a real leveler comes around he wont get anything from the mob
You need something that cant be abused by this player base (because we all know how honest this is *cough*) PP would be horrible against players and vs monsters.. Steal might be ok if it takes like 1% of the gold carried or something of a player then they cant steal from that player again for 48 RL hours (Makes it not worth it to harass people) The chance to get caught would be a neat thing to code as well , Steal attempts should not only be VS the target but anyone else in the room to see if they spot your attempt (what they do with that info is up to them) To steal in a large room would be more risky then solo , i would also like to see a level limit on it 20 or so ..Dont need epic level people harassing lowbies because thet cant fight back .
Oh and if caught maybe the thief could be Flagged as well , A shout gos out " ***** is a Thief!" then its a free kill to who ever gets the thief for his crime .
Flag title would be neat like the old criminal ones {thief}
For RP issues its easy to say the guards shout the thiefs name out if he was caught in town ,and maybe wanted posters or people giveing discriptions of the criminal ..Shops should also get into this and refuse servise to knowen thiefs ..guards always notify local shops and places if a crime spree
I think this would level out the good and bad of the steal skill and make it risky but fun, not really for profit vs players ...but fun none the less

why not just add the bounty system? players can put bounty on players and win the bounty in the arena. If a thief steal and is pointed out by the persons stealing from. For a Bounty command.

autobounties could be abused easily. if it takes away the victims gold, that victim could be targetted repeatedly, taking away all their gold on bounties.. if it doesnt take anyone gold, then people would abuse it, getting bounties from their friends then getting their friends to claim it and split it.
