it's up right now, and since you said you've been trying for months, i would guess that you have some local issues.
are you using the default windows terminal program?
if so, step one is to get something half decent, you may wish to do a google search for (operating system) mud client
(like windows mud client)
many of us use zmud, or portal, or mushclient
step two is to see if you are behind a router, another computer, or firewall. - if so, post here with details
disabling all other running software is a good way to troubleshoot.

try to ping the server
see if you get a response
if you do, then type
telnet http://www.dark-legacy.com 9898
try visiting the website with your web browser too
you can also try other client programs, like PuTTY
but i think the problem lies in your networking somewhere, maybe see if you can install extra telnet 'packages' that you may have seen when you first installed Linux.
and if you use the accellerated X windows system, or whatever, try using the gui to connect.
maybe upgrade network card drivers too?
just random thoughts off the top of my head.
