Citadel Sectortypes

I know this has been brought up heaps (Due to vampire issues) But we should be able to change the sectortype of the rooms in our citadel...
I think it should cost 500 to 1000 gold to change the sector type.

I'm pretty sure you imms have a list of sectors so i wont start posting them but yeah... let us change our citadels more

not exactly like admin commands, but construct indoors i believe

it fixes any vampire issues
