questmaster:
every 15 minutes?
a simple, nothing quest involving killing a group of npcs takes about 30 minutes to setup.
a more complex quest takes anywhere from 3 hours to a day
an even more complex quest takes a few days to plan
one of the upcoming patches will include various ingame quests, it will be available for everyone.
logging on:
not a bad idea, "As long as it's only seen by you" (like a friends list, and anyone in your friends list will be displayed to you when they logon)
and i dont mind the custom messages either, a fully customizable system might be cool. like "afk to take a pee break" "sally quietly goes afk (to take a pee break)

if the quest changes everytime, and does /not/ draw upon an existing pool of quests, but rather creates a new one each time, it is fine with me.
the rewards would be very very minor
it would be things like :you have x minutes to get to coordinates 123 x 56
or you have 10 minutes to find me the scalp of a kitten - at which time any kittens the player kills would automatically have a chance of dropping a bind on pickup scalp
etc
same with your idea of killing X number of creatures named X
celeborns quest ideas which are already either in design stage, or in testing stage i believe follow that idea already
