(fighting form (bear) (slow but heavy damage)
fighting form (tiger) (fast)
travelling form (swimming) (aqua breath)
travelling form (flying)
each form gets its own unique abilities, except the travelling forms, which prohibit you from fighting while in those forms
each use of the form uses mana (say 500)

the idea is not giving everyone the shapechage spell
the idea is giving druids 'abilities' that allow them to turn into these shapes, and learn the skills of these new shapes.
(such as fighting like a warrior when in bear form)
(or fighting like a rogue when in tiger form) (stealth)
if everyone can use the spells, it no longer becomes a druid enchancement
so, no spell, just a skill

I doubt anyone will complain.
Or just make the good ones impossible to get under 43 complexity (the nature complexity of a crowned conjurer with maxed stas and dual staves 'of the Master'...non-druid(/ranger?)s won't be able to get a good enough spell to use them.
15c for shapeshift, maybe the first good morph doesn't come in until 6 fecs (45c)? That way, non-druids can only get it through use of surps...and even then they would only get 2 good morphs to use. Those who have surps to spare for shapeshift should be able to get an advantage.

that gave me an idea as well, make an extreme end morph that only Druids with 1 or 2 surps could get. like a dragon if your a maxed out druid(not ranger, but ranger could get the one below dragon) with 2 surps and other runes in shapeshift.
