using the balance in your citadel to construct rooms? stead of usin the money from your bank...
seems like a good idea to me

tough call, it would be up to the players
do guild leaders who have given permission rights to various players want these players taking out the money from the fund that was set aside for maintenance?
Or, do they want the funds coming out of the players own pocket, (to be possibly reimbursed later) - leaving them responsible for any screw ups that happen?
Generally, the fund is there for maintenance alone, but i'm sure Celeborn would consider it if enough people wanted it.

Can you move a vehicle? I only see them stuck whereever they were constructed, and most of those are screw ups the people don't want anymore.
Can you travel in them too?

but, why not just make it so it doesnt work with vehicles?
and im sure that itd be easy enough for a guild leader to tell if 10k+ has been taken out of guild funds, and if they dont notice, its their own fault for not checking it.
