Well, if you have low mining skill, you would do damage to mined gems and thus lower their quality; as the skill would increase, you'd be able to mine gems out without damaging out and thus have a higher rate of recovering exceptional gems.
Just a random idea from someone that had not played in ages. *sniff*

I think that although this idea is good, it'd just complicate things a little more. And besides, I think the fact that one fails to recover gems from a wall when it says "garnet" in the wall, shows that they are not yet skilled enough to get usable gems from the wall. And when you are only getting a couple it means that you're getting ok at it, and when you're getting the maximum amount, you've gotten a strong grasp on the ability to mine gems.
