why?

fledgling guilds are not official, they are (in most cases) thrown together hastily, with no storyline added, no description, and often only consist of 2 players who have put all their alternate characters into it.

fledging guilds should be free to start then :P or at least cheaper... and cost money to upgrade to an offical guild... seems weird handing out 50 mil for an unoffical guild o.O

By the way, you do realize that the 50 million is to keep you from forming a guild filled with little Kiasyns and other dangerously annoying people? A secret society was formed to prevent that from happening to the game.

I know of one guild that would like to be an official guild but since the cost to change the /name/ of it is so ridiculously high and gold is rather hard to come by for the leader(s) it's not worth the leader's time at the moment.

guilds keep on popping up but the player base has always been the same, no wonder some guilds only have like 2 members. I like to turn in my guilds for a full refund, but i know i will never the 100% refund so i will just keep my 2 alts in each of my guilds

As i already have posted, i will offer you a 100 percent refund of your old guilds (2 million coins for each guild)
As that is what the original leader would have paid for them.

No refund on structures as those are not guild related, and you can sell them to other players on your own.

full original price refund but not the price that i forked out so i'll just keep them hanging. If you ever change your mind, i paid 10 mils for army, 4.5 mils for pirates. I will happily destroy them for 14.5 mils.
