Who cares? They're good rules to live by, even if they do hinder us from keeping the human population down.
If he meant it to con everyone, then i think he did it so that people would just freakin listen to him, cause he had a good idea and went with it. He musta thought "It's time SOMEBODY did something to make the world a better place."

As soon as someone figures out how we can all get along, we'll be happy. Moses just figured he'd try something to help us along.
